Peeta's and Katniss' realationship

Is Peeta trying to confuse Katniss by being nice, mean, then nice again? I think that it kinda makes the book a little bit confusing because of that.

    I think that Peeta was trying to get into Katniss's mind so that the games he wouldn't target him, and then at the end he could kill her.
